In a large bowl, mix ground meat, finely chopped red onion, finely chopped garlic, ground red pepper, salt, pepper, cumin, and baking soda.
Knead the mixture well with your hands until all ingredients are combined. If the mixture is too dry, add a little mineral water.
Cover the bowl with plastic wrap and let the mixture rest in the refrigerator for at least an hour.
After the mixture has rested, shape small Ćevapi, about 10-12 cm in length and 2 cm in thickness. If you prefer, you can shape them slightly larger or smaller, depending on your preference.
Heat the grill or a pan over medium heat and add oil.
Once the oil is sufficiently heated, place the Ćevapi on the grill or in the pan and cook for about 6-8 minutes, turning constantly until they become brown on all sides.
Serve the Ćevapi warm with yogurt sauce, kaymak, ajvar, onions, and/or fresh vegetables, accompanied by lepinja (flatbread).
